Explanation

Special-meeting discussion on the allocation of the American Rescue Plan Act (ARPA) funding. The Commission reviewed the seven Treasury-approved ARPA Expenditure Categories (Public Health, Negative Economic Impacts, Services to Disproportionately Impacted Communities, Premium Pay, Infrastructure, Revenue Replacement, Administrative), set spend ceilings by category, and provided direction on the two enabling RFQs: assistance with the not-for-profit allocation process, and an ARPA general consultant.

Allocation of the remaining approximately $22.3M of the City’s $32.4M ARPA award against the seven expenditure categories.
Release of the Request for Qualifications for the Nonprofit Fund Administrator.
Release of the Request for Qualifications for the ARPA General Consultant.
Set-aside of administrative cost capacity for the program’s duration through December 31, 2026.

Fiscal Note

City of Gainesville is projected to receive approximately $32 million as part of ARPA to be fully obligated by December 31, 2024 and fully expended by December 31, 2026.
